POSITION SUMMARY
We are seeking a passionate, motivated and experienced individual to join our Program Implementation Team in Melbourne, Australia. Reporting to the Implementation Manager, the Implementation Portfolio Manager will manage a portfolio of programs and relevant grants through collaborative relationships with in-country partners, Alliance supporters and other Alliance teams, ensuring compliance, improving quality and strengthening relationships. The Implementation Portfolio Manager is responsible for Alliance programs providing contractual and project cycle management. The role will collaborate closely with the Regional Program Coordination Unit (PCU) to ensure effective program implementation and fulfil Alliance fiduciary obligations. A key aspect of the position is to deliver against the contractual requirements, exceed expectations and position the Alliance as the partner of choice for in-country members and Alliance supporters.
KEY RESPONSIBILITIES AND DUTIES
- Overseeing and coordinating the timely implementation of Alliance programs/projects on budget, by working closely with internal stakeholders and the Alliance’s implementing partner organisations.
- Assisting in program design and critical review of logframes, Theory of Change, program budget, risk management, Monitoring, Evaluation and Learning (MEL) plans, gender and social inclusion plans, etc.
- Participating in and where needed, leading the negotiation of project agreements with the funders, investors and implementing organisations.
- Contributing to and, where necessary, co-leading Project Inception workshops, processes and training to ensure projects are established with solid foundations and are able to meet compliance and quality standards, and organisational framework objectives.
- Conducting desk-based and field-based monitoring of program/project implementation, including facilitating capacity-building sessions for PCU and implementing partner organisations.
- Preparing and supporting program reporting to donors, investors and supporters in the highest quality and professional manner.
- Ensuring compliance via reporting, risk assessment and development of policies, procedure and templates.
- Identifying capacity gaps and challenges for implementing partners; developing, implementing and monitoring action plans regarding capacity building. Facilitating program evaluation support as required by program and Alliance priorities, including pre-feasibility, feasibility, baseline and evaluation support.
- Evaluating partner financial management capacity throughout the project lifecycle.
- Facilitating peer learning amongst Alliance programs on evaluation and other learnings where possible.
- Supporting Implementation Team training of GEA, PCU and members on Inclusion and Equity Safeguarding Policy and standards.
- Facilitating program technical support as required by the program, including assessment and evaluation support.
- Ensuring implementation stakeholders have a complete understanding of ACFID, GEA and member policies and standards on media, communication and branding.
KEY SELECTION CRITERIA
- Relevant tertiary qualifications: these may include International Relations/International Development, Environmental or another relevant technical field.

- Extensive experience overseeing program management of large complex projects in international aid and/or non-for-profit sector, preferably in environment management, natural resource management or agriculture development.
- Experience in managing complex project budgets.
- Excellent communication skills, oral and written.
- Excellent interpersonal skills, including the ability to engage and build and manage relationships with colleagues/stakeholders both internally and externally and with people from diverse backgrounds.
- Demonstrated problem-solving skills and an ability to work independently and as an effective team member to achieve shared goals with a ‘can do’ attitude to your work.
- Well-developed time management skills and an ability to prioritise tasks, manage heavy workloads, and meet deadlines.
